Cmon man, Somalia? Now that's just silly
Somalia was a nation with a highly oppressive government, most of the tax dollars was spent on 'defence'. Then civil war, and essentially NO government. What law there is, a lot of it is sharia. You will not hear a libertarian call for no government like that, or compulsory sharia law. They still want government for defence, law & police, which will require some taxation (with most calling for a low, vastly simplified and mostly flat tax system). They see defence of (negative) rights as a totally legitimate role for government. Obviously libertarianism is not one set position, it exists as a spectrum and the further along you go, the less government you get. Basic infrastructure, infectious disease control, public education for the remote... are seen as legitimate by some/most but not all.
Libertarians do want government, that's why they are not called anarchists (and I would argue that Somalia is an unfair example for anarchists as well). What they want though is government on a strict diet, and primarily for defence (defence of individuals, property, and the nation as a whole, against aggression, theft & fraud).
