I'd say we have a big problem if the testimonies of people in the highest level of trust, people highly trained to guard and regulate nuclear weapons and thus safeguard countries and ultimately the planet, can't be trusted to relate an event that occurred. Are you proposing that ALL these guys are lying or deluded? These are just a few of over 100 military veterans that have come forward with similar experiences. I believe they saw SOMETHING. That SOMETHING threatened the safety of nuclear facilities, so that very fact alone should set alarm bells ringing.
