Regarding the high population, it seems the people that are doing the most to aggravate the situation are the ones we don't want to reproduce in the first place. I think every intellignet person should feel compelled to find an intelligent mate and bring at least one child into this world for the sake of the species. Otherwise, we may actually be on our way to an 'Idiocracy.'

I'm fine with that. Life of pleasure and no stress, commitment or responsibility. Heck if that means claiming the darwin award, I'm all for it.
My genes for which my sister bares will continue, I'm due to have a nephew. So it doesn't actually stop with me.

Because I think my genes will fare better overall, in the long run, if the overall percentage of the population capable of above biblical or koranic intelligence increase.

True, but I'm afraid I won't be contributing. Spent months thinking about being a parent, just don't like the idea. It's not me. Actually I started thinking about it when I learnt that Jess (high school crush) had children with other men while I was away. Eventually walked away from her, had made my decision. She didn't take it too well.
Having kids because others want/expect you to isn't a good reason.

Actually,that is untrue. Even really stupid people (like say some young earth creationist loons) are very good indeed at breeding. It might be said to be the thing they do best. Very intelligent people, on the other hand, tend to have far fewer offspring.

I think it makes much more sense for an intelligent* person to adopt a child. That way you're not contributing to population growth. Also, I would assume the outcome of being raised by the state would be worse than being raised by adoptive parents. And you'd be taking one child away from other potential adoptive parents who are stupid into your own, presumably better, home.
*Dunning-Kruger effect. If I remember correctly, there are studies showing that a majority of people in a given group think they're of above the average intelligence of said group. I guess what I'm getting at is recommending intelligent people do X perhaps isn't the best idea since many people, who aren't necessarily intelligent, think they're intelligent

The way to not contribute to population growth is to kill the pastors who urges their "flock" to pump out more stupid babies so there will be sheeps for the them to fleece.
