This has really nothing to do with God responsibility.  

If there is a God out there who is in charge of us all, then that being should be held responsible. If you see a child about to get fatally harmed, will you not do what is within your power to save that child? Or do you just coldly let them die (assuming that you were able to save them otherwise)?

Of course we should do all we can to save that child but this has really nothing to do with why that child
may be going to suffer.
Suppose that child in a previous life as an adult raped and killed somebody.
The bill has got to be paid if there going to be any justice and the universe can continue to exist.
If nothing would happen to that person that in this life is a child he will continue to cause trouble for himself and for other.
In his consciousness his past is all registered.
There is no escape to his karma.

If it was simply "the truth", then I'd accept it. But since it's all based on your unevidenced assertions, you're projecting your sense of justice onto the world. And it's truly horrible.

And apparently God/karma is bound by some sort of cosmic balance, and as such, is not all powerful at all.

I have a suggestion Roberto.  
Why don't you suggest God to change the actual system in which lessons are learned the hard way
by karma law with your system if you got one of course?  

If you are successful God may give you a ton of pure gold as a reward.

1) How do you know that that child is a victim?
Can you see in his past?
You can not Rob.
I at least got the evidence of thousand of NDEs experiencers that say that reincarnation and karma are a reality.

2) How can you say that Karma is rubbish?
Have you got a better way to sort out problems?

Suppose someone rape and kill your teen daughter and that guy is never caught.
What would you think or do?
Would you like to see that guy pay for his crime or would you forget about him and all?
