Marco Rubio has more to do with this than Obama. It was Rubio who crammed aliens into the coronavirus relief omnibus in december of last year. He wanted them to be taken seriously, so the language of the bill stipulates that they create a unified process for doing so and lay that process out within 180 days of it being signed - which is something that we've never had. /s
