If one is attempting to decide the probability that our universe contains fine tuning, it should be obvious that one needs to consider the constraints placed on parameter values for any particular universe and number of universes over which these parameters pertain.
We know neither.
Therefore, the correct interpretation for the seemingly exact settings for cosmic constants is:

In actuality, it could be a single infinite universe of entirely random (no correlation between adjacent events) material.
There would be arbitrarily large volumes of order in this random material entirely due to coincidence.
Needless to say, the weak anthropic principle requires that the universe we observe exists in one such volume.
It may not be possible to check out from Hilbert's Hotel California.
So how, exactly, does God know that She's NOT a brain in a vat?
