What any justification for horseshit like this is going to boil down to:

She asked several dozen times for her father. FFS - go get the man. How difficult is that?
She was obviously in a state to begin with and their "handling" of the situation just made things worse. It's no surprise the abuse people with mental illness episodes are subjected to when they come in contact with police who are clueless about emotional and/or mental distress.
Pretty difficult, the mother is the custodial parent, they'd fought, the daughter believed that the mother had stabbed the father. That's what had her out on the street.

If emergency services had sent out ONE social worker and ONE cop, we might not be reading about this girl at all. Or we might be reading a headline something like, 'Distraught, Suicidal Girl Admitted To Care Facility'.
